US Congress introduces a bill allowing hackers
Hackers for a good purpose, that is.

As another means of augmenting the US\' cyber-security, the Congress introduced two new bills that are geared toward defending both federal networks and electric power grids from security attacks.

The first bill is sponsored by Senator Tom Carper of Delaware. Called the US Information and Communications Enhancement Act of 2009, it allows for hacker teams that would - what else? - attempt to hack federal networks. There are already existing laws relating to this matter, but those are about reporting vulnerabilities and preparing for them. This new bill will put cyber-security into live, practice mode.

The creation of a National Office for Cyberspace is also included in this bill. This Office would look after the implementation of cybersecurity policies. A council of chief information security officers would also be formed. They would communicate directly with CISOs from various federal agencies and discuss the newest threats.

The second bill is called the Critical Electric Infrastructure Protection Act, authored by by Representative Bennie Thompson of Mississippi. Its goal is to make the US power grid against attacks tougher. It gives the Federal Energy Regulatory Commission power to announce "emergency rules or orders" when an attack is seen.

"CSIS said we are losing the cyber wars," Alan Paller, director of research for the SANS Institute, said in his e-mail. He was referring to a fresh report from the Center for Strategic and International Studies. "Urgency is high. It is time to stop talking and start fixing," he added.

These two bills surely provide a spark of hope for the US\' cyber-security.
